Habitat for Humanity International (HFHI) is seeking an experienced professional to fill the role of Grant Manager for our Asia/Pacific (AP) office. Reporting to the Director of Business Strategy for the region, the Grant Manager will work to ensure accountability and oversight for all bilateral and multilateral grant financing in offices throughout Asia/Pacific. Working within the Asia/Pacific structure, this person will help build capacity and train staff in the offices to ensure proper management and compliance with grant requirements, grant financial reporting, grant audit and monitoring. This position is based in the area office in Bangkok, Thailand.

Key responsibilities include:

*Monitor grant compliance in the Asia/Pacific region by working closely with area and national office staff on grant finance issues
*Develop policies and procedures to manage multilateral and bilateral grants according to donor requirements
*Review grant proposals and budgets to ensure appropriate costs are included and to determine the level of financial support and capacity needed for implementation
*Oversee the reporting on all grants in the area to ensure compliance with approved policies and procedures including allocations and allowances
*Design, develop and maintain grants management database and filing system for all grant agreements, modifications and financial reports
*Design, develop and maintain monitoring systems which will provide timely and periodic reports to HFHI and which will be able to identify problems that grantees are encountering in implementing their grant activities
*Prepare training and resource materials related to grant finance accountability for use by field staff and coordinate related training of finance staff within the region
* Work on initiatives to build up the number of qualified grant finance staff/grant accountants in the region
*Coordinate with national organizations’ audit functions, regional finance functions and HFHI grant finance officers to ensure there is follow-up and implementation of grant audit recommendations
*Work on initiatives to address most frequent audit findings and accountability issues related to USAID and other grants

 
Required Skills: 

*Bachelor's degree in Finance, Accounting or related; additional certifications in Finance or Accounting preferred
*5-7 years of grant management and accounting experience including knowledge of GAAP, internal controls systems, OMB A-110, A-122 and A-133 circulars and Government Auditing Standards
*Fluency in English required; fluency in Asian languages preferred
*International work experience required
*Experience using SUN Systems/Vision XL/Vision Executive or similar complex accounting systems
*Experience with major donor agencies such as USAID, EU, DFID strongly preferred
*Experience training, developing and coaching staff
*Experience with financial reporting and budget preparation
*Up to 40% travel in the region to review grants compliance, conduct trainings, pre-audits, etc.
