Security Officer - Haiti

The Security Officer - Haiti, under supervision of the Safety and Security Manager, is responsible for assisting with the implementation of staff safety protocols and procedures for and the HFHI's earthquake response efforts in Haiti and HFH Haiti. This includes, but is not limited to, assisting in the development of staff safety awareness and implementation of professional safety preparedness approaches and management. S/he will work in conjunction with the Safety and Seucirty Manager and the HQ Security Unit in risk assessment and management to ensure potential risks are minimized. S/he provides guidance and direction for security and safety to all concerned in HFH programs and operations. The Security Officer position will likely travel to a number of operational areas, including volatile locations, to assist the National Office in addressing security and safety concerns. Such trips will also serve to enable the development of appropriate plans and provision of technical assistance. This position will be located in Petionville, Haiti.

Key Responsibilities:

1. Planning and Preparations for Staff Safety
a) Assist in developing contextual understanding of the areas of operations guided by the Operations Director and in consultation with program staff, HQ Security Unit, other NGOs and security agencies as may be required
b) Assist in monitoring proper Implementation of  the Safety and Security Management Plan
c) Assist staff to prepare for major events and critical incidents where safety is concerned.
d) Help Organize and facilitate safety awareness training for staff members.
e) As needed, select and train safety focal points of program teams, guard services, etc.

2. Procedures and Protocols
a)  Help maintain HFHI security and safety protocols and operating procedures at project sites where staff members are residing.
b) Participate in ensuring effective communications and equipments are properly used following international protocols
c)  In tandem with the Safety and Security Manager, monitor that security and safety protocols are followed and respected by all staff members especially with regard to travel, medical and personal safety.
d) Report any non-compliance or deviation to Operations Director and the HFHI Security Unit

3. Critical Incidents
a)  Support the Safety and Security Manager in providing updated information on security and safety situation to the Operations Director and monitor closely any potential risk to the staff, volunteers or assets of HFH.
b) Assist in emergency evacuation in any of the HFH offices if in potential danger.
c) Alert the Safety and Security Manager to take appropriate action in situations as a security risk.
d) Assist in investigation of safety incidents where any HFH staff or volunteers may be involved.

4. Communication and Reporting
a)  Assist in generating a situational report on security and safety assessment on regular basis and submit to Operations Director and the HQ Security Unit
b)  Ensure all staff members are aware of security and safety protocols and understand the required safety operating procedures.
c) Along with the Safety and Security Manager, provide technical advice to Program and Operational Leaders.
d) Communicate updated information to staff in situations that may cause threat a to staff safety.

5. Safety Logistics
a) Ensure all logistics related to safety and security measures are in place.
b) Monitor any gap in logistic support and take appropriate action
c) Ensure cost effectiveness and efficiency with regard to safety logistics.

 
Required Skills: 
* BA or equivalent experience required
* 3+ years of experience in security management, including experience in developing countries
* Post-disaster security experience strongly preferred
* Ability to interact with all levels of an organziation
* Fluency in English required; proficiency in French and/or Haitian Creole strongly preferred
* Experience with non-profit/humanitarian organization preferred
