Planning Engineer - Haiti

Habitat for Humanity International (HFHI) is currently seeking a talented professional for the position of Planning Engineer - Haiti. Reporting to the Director of Programs - Haiti, the Planning Engineer will play a critical role in supporting variou program efforts related to the current reconstruction work in Haiti. This position will be located in Port-au-Prince, Haiti.

Some key responsibilities of the Planning Engineer include:

• Develop and refine methods (sequence and milestones) for scheduling and tracking multiple projects on a national scale in conjunction with program support, the Implementation team other funtions and stakeholders.
• Monitor both overall and individual operational plans for schedule adherence to ensure timely and effective oversight for all projects within the National Program.
• Integrate individual project demands in terms of labor, materials, supply chain (logistics and time) requirements, equipment, technical and manpower challenges into the monitoring process to provide accurate schedule timetables and milestones.
• Interface with other key functions within Haiti, and international functions when necessary, in defining project timelines for proposals in early development stages.
• Following the launch and throughout the duration of  projects, this person will work with the Implementation team to monitor, make necessary adjustments to ensure that project milestones are met and communicate changes to appropriate levels, functions and stakeholders.

• Evaluate and select appropriate methodologies and tools to be used in early development and monitoring of single and multiiple projects in geographically dispersed locations around Haiti.
• Develop, implement and refine accurate, consistent monitoring processes for construction related activity to ensure that milestones are being met consistent with projected timelines
• Liaise site managers, surveyors and others throughout the process, making adjustments to projects as necessary to help keep the project on course and appropriately communicating changes to Program management
• Understand the scope and critical elements of approved or proposed projects including but not limited to: financial, geographical, technical, project sequence, logistical, manpower and safety requirements, providing advice and support to other functions in areas of expertise.
Create presentations, when required, of both proposed and ongoing work for approval by Program and Operations management, using visual aids such as bar charts, critical path analysis, network and procedures diagrams;
• Work with other stakeholders and departments when necessary to prepare and present schedules, logistics plans  and pricing schedules for individual projects

 
Required Skills: 

* Bachelor's degree in a related field - preferably Engineering
* Previous NGO / non-profit experience strongly preferred
* Disaster response experience preferred
* Speaking skills in French or Haitian Creole preferred     

* 5 years experience in monitoring schedules for multiple, simultaneous projects, ideally in a disaster recovery or other challenging environment or substantially equivalent combination of education and experience

* Advanced level of Microsoft Project (or other scheduling software) required

* Ability to successfully track and report on multiple, geographically-dispersed projects  simultaneously.

* Demonstrable ability to independently deal with construction, project and/or site managers, consultants, clients, implementation teams, subcontractors and internal management.

* Good technical knowledge of construction methods, sequence of events, logistics and other factors that will impact the development, progress and safe completion of individual and multiple projects.

* Thorough knowledge of fast-track project tracking, cost controls, safety and schedule compliance

* Thorough understanding of construction schedule planning, monitoring and management with solid overall knowledge of safe and effective construction practices
