Design, Planning, Monitoring and Evaluation (DPME) Specialist - Haiti

Habitat for Humanity International (HFHI) is currently seeking a talented professional for the position of DPME Specialist – Haiti. Reporting to the Director, Program Integration – Haiti, the DPME Specialist will play a key role in implementing key DPME and humanitarian accountability principles, practices and approaches for program and field level staff. This position is located in Port-au-Prince, Haiti. 

Key responsibilities of the DPME Specialist include:

DESIGN:
* Work closely with sector specialists to ensure sector-specific assessments meet quality and technical standards and that they support and align with programmatic framework, that findings are appropriately shared with staff and other stakeholders.
* Provide assistance and logistical support for international visitors undertaking DPME research (assessments and other research); Assist with providing all necessary research materials, technical support and debriefing.
* Work closely with HFHI staff and the Director, Program Integration to support the baseline survey (planning, training, data collection, entry and analysis); this includes oversight of people, tools and admin/logistics/finance functions.
* Provide frequent reports around various findings and support dissemination of baseline findings (via workshop, sharing report with other agencies, uploading on appropriate databases and websites, etc.).

MONITORING:
* Along with other team members, provide assistance to the Director, Program Integration to plan an effective monitoring system (people, tools, processes) for HFHI Haiti.
* Work with staff in the field to carry out effective monitoring (timely and accurate data collection, analysis and reporting) of project activities and outputs.
* Ensure that monitoring outputs (dashboards, heat maps, monthly reports, etc.) are generated accurately, reflect the status of progress toward reaching targets, and are disseminated in a timely manner to managers for effective decision-making. Additionally, work closely with other staff to ensure that grant-specific reporting is carried out on time and with accuracy.
* Assist in the training and management of field staff; mentor, coach, facilitate learning, sharing and technical skills building in community-based monitoring, impact monitoring, Sphere standards, LEAP, program framework, and other DPME and accountability principles and practices.

EVALUATION:
* Working closely with the Director, Program Integration, support the planning and implementation of evaluations as appropriate (mid-tem, grant-specific and end of program) according to agreed upon evaluation plans and according to LEAP principles and standards.
* This will include adequate forward planning to ensure that resources (people, time and money) are available at the time evaluation is to be undertaken.
* Work with staff in other departments (which should include direct involvement of appropriate finance/admin staff) to ensure full support for people, tools and logistic/admin/finance during training and implementation, as well as data analysis.
* Participate in report writing .
* Provide frequent reports around various findings and support dissemination of baseline findings (via workshop, sharing report with other agencies, uploading on appropriate databases and websites, etc.).

OTHER RESPONSIBILITIES:
* Work closely with POs to ensure proper documentation systems for program and DPME information.
* Prepare presentations for Director, Program Integration and management team on findings and key lessons learned.
* Support the implementation of programmatic exit strategies, and monitor progress of transition through achievement of activities.
* Contribute as appropriate to DPME-related initiatives and events (i.e., learning events, RTEs, UN cluster meetings/sector-specific surveys, etc.).
* Any other duties as assigned to by the Director, Program Integration – Haiti.

 
Required Skills: 
* Bachelor’s Degree; Master’s preferred
* 4+ years overall related experience; 2 to 3 years experience in humanitarian aid work (development field experience helpful as well as relief)
* Experience in designing questionnaires, planning and conducting surveys, and analyzing data (qualitative and quantitative) collected from the surveys
* Experience in grant monitoring and reporting (i.e., OFDA, CIDA, etc.)
* Strong team management and leadership skills
* Strong monitoring and report writing skills; ability to present monitoring data and survey findings clearly
* Strong skills in training and facilitation; Training in Sphere and LEAP helpful
* English fluency; Fluent French or Creole preferred
* Understanding of humanitarian accountability standards and practices
* Willingness to travel (within and outside Port-au-Prince) to supervise and support DPME activities across the HFHI’s Haiti operational areas
* Computer skills and knowledge of Microsoft applications is needed; SPSS skills helpful
* Previous disaster response experience preferred
