Monitoring & Evaluation Senior Specialist - Haiti

Habitat for Humanity International (HFHI) is seeking a professional and qualified Monitoring and Evaluation (M&E) Senior Specialist – Haiti to support overall programmatic success by designing and implementing M&E systems and tools for assigned projects. Utilizing these tools, the Senior Specialist will establish the extent to which activities, schedules and outputs/performance indicators are proceeding according to plan so that timely action can be taken to make corrections as discrepancies or shortfalls are identified. This position requires up to 50% travel within Haiti to various project sites, and is based in Port-au-Prince.

This position will work to support the implementation of a World Bank grant that aims to strengthen communities in Port-au-Prince in terms of safe housing, infrastructure and sanitation. Supporting the Haitian government’s plan for reconstruction, Habitat for Humanity International Haiti’s (HFHI-Haiti) methodology encompasses a step-by-step approach to work with earthquake-affected neighborhoods of Port-au-Prince to help facilitate their return to their homes in safe, comfortable and secure conditions. The approach emphasizes community-ownership and flexibility, as well as building the capacity of local Haitians to generate income from HFHI-Haiti housing projects and cost-effective construction management of quality, seismic-resistant improvements to housing and public infrastructure.

Key responsibilities include:

MONITORING & EVALUATION
*Perform M&E activities, including: assessment; context and situation analysis; process and impact evaluation; analysis; qualitative and quantitative analysis of program activities, output, outcomes and impact.
*Provide guidance and technical expertise in conducting research, baseline assessments, annual and project reviews, and mid-term and end-of-program evaluations. 
*Review terms of references and (external) evaluation proposals/designs/methodology, as requested, and provide technical advice and recommendations.
*Contribute to the design of formal evaluations.
*Contribute to the planning, design, implementation, documentation, and dissemination of internal review processes of program and community strategy and lessons learned.
*Contribute to the development and refinement of an overall, integrated DPM&E framework and plan for Habitat for Humanity Haiti.

CAPACITY BUILDING & DEVELOPMENT
*Provide support in developing program staff and community capacity in M&E systems necessary in the use of program and community-based data and tools.
*Collaborate with M&E staff in the design and facilitation of local, national and community M&E capacity building trainings and the creation of support materials/resources.
*As appropriate, assist in developing, mentoring and coaching new M&E staff to help them develop the knowledge and skill sets necessary to run effective and sustainable M&E processes.
*Work with the various program and technical units to ensure they are increasingly able to take the lead with strategy implementation and are staffed and have the right capacity in place.

STRATEGY, PLANNING & DESIGN
*Lead the development of integrated project/program planning and design tools and processes that synthesize program information and objectives.
*Ensure that there is a clear plan in place for strategy implementation, with monitoring benchmarks and deliverables.
*Support the program strategy planning and implementation process and ensure that the process is linked to the designed program operation and programming plan, and incorporates evaluation findings and lessons learned.
*Work closely with relevant departments in the organization and identified community structures so that the ownership for strategy, program design and implementation rests with them and is effectively supported by the organization. Provide technical support and guidance to their direct implementation.
*Support strategy development and planning process.
*Support the design and development of specific action plans or strategy to incorporate the learnings from operational research and planning to strengthen the functioning of program planners, partner organizations and communities.
*Other related duties as assigned.

 
Required Skills: 

*Bachelor’s degree in related field
*6-10 years of experience in monitoring and evaluation, including working with participatory approaches in both project planning and design and monitoring and evaluation
*Strong technical skills with both quantitative and qualitative research and analysis
*Professional field work experience in developing countries and with humanitarian organizations
*Experience with multi- and bi-lateral donor objectives, requirements (i.e. USAID, DFID, UN, World Bank, etc…)
*Fluent in English
*Experience using EXCEL, ACCESS, SPSS, STATA, or other statistical software packages
*Effective interpersonal, written and oral communication skills
*Capacity building, mentoring and training experience and skills
*Ability to work under pressure, in a challenging environment and manage multiple projects and deadlines
*Needs to be pro-active, have initiative and be able to work with minimal supervision


PREFERRED:

*Master's degree in international development or related field
*Sound knowledge of and experience with SPHERE and HAP standards and principles, and Red Cross Code of Conduct 
*Experience with shelter, housing reconstruction and settlement programs
*Experience in Haiti
*French language skills
